If you are opening wholesale accounts as a Maine-based reseller, the document your distributors will ask for is the Maine Resale Certificate (state-issued). It lets you buy inventory without paying Maine sales tax, because the tax will be collected when you sell to your own customers.
This guide covers the Maine specifics: which agency issues what, the exact form, what it costs, how long it takes, and how your suppliers will verify it. It is part of our step-by-step wholesale sourcing roadmap.
Certificate: Maine Resale Certificate (state-issued) (No self-completed form; certificate issued by Maine Revenue Services (see Instructional Bulletin 54)). Prerequisite registration: Maine Sales Tax Registration (Retailer Certificate). Issuing agency: Maine Revenue Services.
Maine accepts the MTC Uniform Sales & Use Tax Certificate from out-of-state resellers without a Maine account, but does not recognize other states’ own resale certificates.
Maine has no general public lookup for certificate numbers, so suppliers rely on the completed form itself being accurate and signed. Expect distributors to keep your certificate on file — supplier profiles in our catalogue note when a resale certificate is required at account opening.
Initial certificate valid through Dec 31 for up to 5 calendar years depending on issue date; renewals issued automatically for 4-year periods if the $3,000 gross sales test is met
Usually yes — but the supplier must then charge you sales tax, which comes straight out of your margin, and some distributors simply refuse accounts without resale documentation. Getting the certificate first is almost always worth it.
Bulletin 54 (revised Aug 2025) tightened documentation rules – if a supplier charges tax in error you must seek a refund via the Maine Tax Portal or Form APP-153 rather than claiming a return credit. Suppliers must keep certificates 6 years.
Facts above summarise official Maine Revenue Services guidance; requirements change, so confirm current fees and forms at the agency site. Next step in the roadmap: choosing and verifying a supplier.
